The cheaper option changes at 5 travelers, from the Official taxi, fixed fare to the Pre-booked private transfer. That is the whole reason this comparison is not a single number.
The fixed fare applies only to licensed Rome city taxis and only within the Aurelian Walls. Drivers touting inside the terminal are not the official rank.
Journey time is the least predictable of any option here; Rome traffic decides it.
Unlike the official taxi’s regulated flat fare, this price is indicative: the operator sets it, and it moves with vehicle size and luggage. Confirm the total at the time you book.
